This wait can occur for two reasons. A session issuing an ALTER SYSTEM SET UNDO_RETENTION may wait on this event wait while a cluster reconfiguration takes place. Or, the background process MMNL may wait for cluster reconfiguration while attempting to determine the max UNDO_RETENTION. Wait time:
